A special pass is a temporary pass issued by the Immigration Department of Malaysia to allow international student to extend their stay in Malaysia due to ‘special’ circumstances; for example, illness, an accident, conflict in a foreign national’s home country etc.

If a special pass is required, the representative from UA will submit an application to the Department of Immigration Malaysia prior to the expiration of their current pass. Department of Immigration Malaysia adjudicates special pass applications in approximately 7 working days from submission depending with this timeline is at the discretion of the Immigration Department. Special pass can only apply for 2 times. Validity of each Special Pass is for 30 days. Additionally, Department of Immigration Malaysia will charge RM100 for each Special Pass issue.

First Special Pass, Department of Immigration Malaysia will mark “Pending Decision for Student Pass”. It happens when international student gives late submission for renewal/new student pass less than 6 weeks before expiry of student pass, and converting current pass to another pass and insufficient period time in the current pass.

Second Special Pass, Department of Immigration Malaysia will mark as “Making Arrangement to Leave the Country “or “Check out Memo” (COM). All applicants who were given the Special Pass “Making Arrangement to Leave the Country” or “Check out Memo” will no longer can apply for other passes such as Student Pass, Employment Pass or Professional Visit Pass while they are in Malaysia. No conversion from one pass to another pass shall be made or given anymore by the Malaysia Immigration.  Student has to leave Malaysia before the expiry date once received the Special Pass.

Note: The application for a special pass is subjected to the approval by the Immigration Department of Malaysia.

OVERSTAY

Overstay means overdue stay in Malaysia without a valid pass. Students who have overstayed in Malaysia for more than 7 days will be brought to the Enforcement Unit Immigration Department. The process will take 2 times for verification at the Enforcement Unit Immigration Department accompanied by USIM ‘Alamiyyah Officer. Any penalties/compound must be borne by the student.

REQUIREMENT:

 SPECIAL PASS PENDING DECISION FOR STUDENT PASS: –

Special Pass pending decision for student pass requires some details for the application process. The international student must submit all related documents to USIM ‘Alamiyyah counter.

1.  The original passport.
2. Receipt of the payment MYR 100 to USIM Bursary for Special Pass purpose.
3. EMGS supporting letter for special pass purpose.
4. UA will provide explanation letter for this issue in order to obtain the Special Pass with IMM Seremban, Negeri Sembilan.

SPECIAL PASS “MAKING ARRANGEMENT TO LEAVE THE COUNTRY “OR “CHECK OUT MEMO” (COM): –

Special Pass making arrangement to leave the country or COM required some details for the application process. The international student must submit all related documents to USIM ‘Alamiyyah counter.

1. Original Passport
2. Copy of Flight Ticket to Country of Origin
3. Copy of Letter of Completion Study/The Result of Failed Health Examination/ Letter of Approval for Withdrawal from Study/ Letter of Failed and Terminated (GDB) from BPA (Undergraduate) or PPS (Postgraduate)
4. Application Fees: MYR 100

MAIN PROCESS:

SPECIAL PASS PENDING DECISION FOR STUDENT PASS: –

1. UA will apply for the EMGS Supporting Letter for Special Pass via STARS system.
2. UA will remind the student to submit the passport to UA counter when the EMGS Supporting Letter is ready.
3. Passport, EMGS Supporting Letter for Special Pass and Explanation Letter are submitted to IMM Seremban, Negeri Sembilan for SP process.

SPECIAL PASS “MAKING ARRANGEMENT TO LEAVE THE COUNTRY “OR “CHECK OUT MEMO” (COM): –

a) For student that has completed his/her study:

1. UA will remind the student to submit the Passport, the copy of Flight Ticket and Letter of Completion Study  to USIM ‘Alamiyyah counter.
2. All the documents will be submitted  to Immigration Department for Special Pass COM application.

b) For student who has failed his/her health examination:

1. UA will remind the student to submit the Passport and the copy of Flight Ticket to USIM ‘Alamiyyah counter.
2. UA will provide the Result of Failed Health Examination.
3. All the documents will be submitted  to Immigration Department for Special Pass COM application.
